Salary to match the capability and performance

Reading the same words I have read before, this time, seemingly reasonable idea bothered me very much.

Business management books and articles talks breezily about evaluating employee’s capability and performance and pay appropriate salary for their performance. People talks about positions and salaries appropriate for the work result and capability. How could it be possible? Take a sales position. He may inherit an account that turns out to be successful. He may have a fantastic administrative assistant. Is the payment for him or his luck? Luck is part of talent. In the long run, it works out. Only in the long run. Therefore how could measurement of absolute result and capability be possible?
