Salary to match the capability and performance

Read­ing the same words I have read before, this time, seem­ingly rea­son­able idea both­ered me very much.

Busi­ness man­age­ment books and arti­cles talks breezily about eval­u­at­ing employee’s capa­bil­ity and per­for­mance and pay appro­pri­ate salary for their per­for­mance. Peo­ple talks about posi­tions and salaries appro­pri­ate for the work result and capa­bil­ity. How could it be pos­si­ble? Take a sales posi­tion. He may inherit an account that turns out to be suc­cess­ful. He may have a fan­tas­tic admin­is­tra­tive assis­tant. Is the pay­ment for him or his luck? Luck is part of tal­ent. In the long run, it works out. Only in the long run. There­fore how could mea­sure­ment of absolute result and capa­bil­ity be possible?
